The expected behaviour is that you can only set an alert for a seat that is blocked / occupied. The logic here is that if you wanted to reserve a seat that is already available then there is no need to alert on this, you’d just go and reserve the seat now (this is also how ExpertFlyer’s alert feature works).
If you have flights where you’re not able to set an alert for an already occupied/blocked seat then this would be a bug. If you do see this please share the flight number and date and we’ll investigate right way!
